Annan, Blair and EU chief to attend South summit---Meeting of the Committee of Secretariat---Qatar all set to host G77 summit-------

  

The speakers praise the initiative of the Emir of the Qatar to propose the creation of a Development Fund for the South

The three work sessions in the program of the Second Summit of the South, for Thursday, were reduced to two sessions, which allowed closing session in take place at 5:30 PM instead of  8:30 hours. 

The Heads of delegations that could not speak yesterday did it today and all the speakers began their allocutions by thanking the state of the Qatar for the excellent preparation for this summit.  They equally praised the initiative of his Highness the Emir of the Qatar of proposing the creation of a Development Fund for the South and the of  20 millions US Dollars for this Fun. 

In their interventions, the Heads of delegations put the stress particularly on the issues of growth, peace and human rights.  They called the developing countries to build a strategy and a Plan of Action that will allow them to follow the evolution of technology in the modern world and not to be swallowed up by a globalization that is was not until now in their favor

About the globalization, the speakers pointed out, that this phenomenon imposes a new form of liberalism that costs the humanity tens of millions of lives in the poorest countries of the Planet. 

Qs for the debts that weigh on the countries of the third world, they do nothing but to increase and the possibility to honour them decline more and more. 

A number of figures that were advanced by several speakers need us thinking about the present and the future of several countries. 

* These figures show that the United States impose customs taxes to the poor countries 20 times higher than those they impose on the rich countries.

• 852 millions of persons do not eat to their hunger while hundreds of billions of dollars are spent for armament. 

• 13 millions of children die each year because of various diseases.  There are still almost one billion of illiterates and 325 million children are not sent to school.

The recommendation that returns in all the speeches of the different speakers concerns the necessity to be united in the fight against instability, diseases and especially the ignorance. 

The dialog North South is possible provided that the two parties have mutual respect and give each other the opportunity of mutual understanding. 

Therefore, canceling the debts of 18 countries among the poorest countries are welcomed with certain reserve.  This is a praiseworthy gesture which is greeted by the whole international community. 

This measure is insufficient but it is a step towards a human and economical complementarity between the North and the South.  Nevertheless it should not be assorted with whatever conditions.
