Speech of His Highness the Emir of Qatar in the closing ceremony of the Second South Summit

 

In the Name of God,

 the Most Compassionate, the Most Merciful

 

Your Majesties, Excellencies and Highnesses

Ladies and Gentlemen,

 

Assalam Alaikum Warahmatullah Wabarakatoh

            The State of Qatar was honored by your participation in the Second South Summit, in which we exchanged viewpoints on the issues vital to our countries. We are able through constructive dialogue conducted in this Summit to arrive at an appropriate strategic vision concerning a number of economic and development matters expected to be dealt with at the high-level meeting of the UN General Assembly next September.

            This Summit has stressed the importance for the developing countries to follow a course that strengthens their ability to participate and negotiate actively in a more just world economic order, especially that the vital interests of our Group members and its position in international relations face challenges and risks that oblige us to further increase our cooperation.

            In this respect, we cannot ignore the role of development in maintaining peace and security. As long as poverty threatens increasing numbers of people in different parts of the world, collective security cannot be achieved. Therefore, combating poverty must remain on top of the priorities of the developing countries which need serious global support to allow them to fulfill the necessary social, health and educational programs. This requires better international response to the needs of our economies, and greater UN participation in the development issues, and a democratic approach in the decision making process in the international institutions that must take into consideration the circumstances and needs of the developing countries.

            In this connection, we call upon the developed countries to fulfill the pledges they made at the United Nations conferences to realize the expectations of the developing countries regarding official aid for development, debts, trade, commodities, science, technology, education and other fields. Here, it is necessary to review the pledges already fulfilled and to set a schedule to implement those that remain to be fulfilled. 

Honourable Guests,   

            The South-South cooperation has recently made significant progress, and I hope that the Doha Declaration and the Doha Plan of Action, that are based on the Havana Plan of Action and Marrakech Declaration on South-South cooperation, will contribute to push forward this cooperation through the implementation of the pledges made in them. As I announced yesterday, Qatar is fully prepared to participate in implementing what have been agreed upon at the Second South Summit.

Ladies and Gentlemen,

            Finally, I would like to thank you all for your contribution to making this Summit a success, and express my appreciation for Jamaica’s efforts in leading the Group of 77 and China, wishing you all a safe journey back home and continued success.
